Is that this elite controller refurbished?

My final elite controllers LB button stopped working so I went to gamestop to change it for a “new” one since I had the 1 yr guarantee plan on it. I assumed that I used to be going to get a model new controller however once I opened it up it was a bit soiled and I flip it over and there are some scratches on it. Is that this a preowned controller? It kinda sucks as a result of I wished a brand new one however I can’t actually inform.
